Worked: 2.82

Short description of error
In the viewport or render the result I get is different from 2.82 and 2.83. If I remove the HDR image from the world nodetree, the issue seems to disappear.

Note: Because of another bug (T73131?) you need to save and re-open the file to be sure the results are still different.

Note that it is not even about the different in the spot light itself, but the light distribution in the surface.
