Short description of error
Refracting objects in Eevee ignore background and own base color (from principal shader) and just show black there.
Exact steps for others to reproduce the error
Place a simple glowing cube behind a refracting, slightly blue sphere.
Works as expected in 2.82:
Shows mainly black sphere in 2.83:

I cannot reproduce this with either the latest stable or current development versions of Blender:
Please try the latest daily build: https://builder.blender.org/download/
Go to File → Defaults → Load Factory Settings and then load your file to see if you still can reproduce this issue.

ec776f18ffProbably this is (once again) caused by the Intel HD Graphics card (or its driver). There was already some weird behavior by this device.

Maybe related to or duplicate of #75943, since it has the same issue of appearing black with reflection and refraction. And its working in
