Short description of error
In the scene properties (Units) The unit scale does not change automatically like in 2.79 when you change the length properties.

Exact steps for others to reproduce the error
go to the scene properties - change the length to any measurement type and the unit scale does not change with it.

@Swishtos by length properties do you mean changing it from kilometres to metres or changing the "Unit System" (name has been changed from Length properties from 2.79 to 2.8)? could you elaborate more on what should have been the expected behavior?

yes by length properties i do mean changing it from kilometres to metres and so on. In 2.79 when you changed these properties the Unit Scale changed automatically with it. For an example by default blender is in meters 1.000000...If you change it to millimetres the unit scale is still 1.000000 when i should automatically change with the length properties to match the units (0.001000) like 2.79. you will have to change it manually to start getting to right measurements when using modifiers.

@Swishtos I think there have been some design changes, I will wait for other devs to confirm.
You don't have to change to get the correct measurements, 1 base unit will be what there in the "length", if you change it to 1mm, now it will represent 1mm

In 2.79 unit scale changed with the correct measurement for you to get the accurate measurement. i came across this when using the solidify modifier. I changed the measurement type and tried adjusting the thickness because the unit scale does not match the scale is off.

This was an intentional design change, the settings have different meaning now.

You can still get the old behavior by setting units to Adaptive and changing the unit scale manually.
