Short description of error
Hi,
I'm using a lot of collection instances and library links (dozens). Since 2.8 the filter for selected option in the outliner has become unusable, because the library links and collection instances from other objects get shown. So I have to search for the actual object in any case. Therefore I have not been using it.
In the picture, the expected case would be to have only the selected object shown with the ability to descend into its details.

Exact steps for others to reproduce the error
Have multiple collection instances and/or library links. Filter for active or selected objects. Turn off collections. Expect to see only the selected objects, but see all other instances/links.

Note: the Collections you are seeing are the
contents
of the [not-showing / filtered out / unselected] instances (something like the mesh-data for mesh-objects).In your case -- as a workaround -- you should be fine when you switch of
Object Contents
in the Filter popup.That being said, I would agree that showing the
Object Contents
of instances which are not showing themselves looks like a bug.This issue was referenced by

@d-egg I've fixed this for the collection instances. You mention library links as a second case that filters incorrectly. I couldn't replicate that, could you describe more clearly how to reproduce that case?
Edit: Spoke too soon, just realized you meant linked collections, not linked data in general. My fix covers this case too, will commit the fix.
@Zachman Awesome! Thanks.
I could imagine that it is just a special case of the one you already fixed. Store the new blend next to the first one. It links the source cube in and shows essentially the same situation, but with the source cube in the other file.
