Short description of error
Blender VSE strip proxy custom file does not get displayed on preview window, the original clip is displayed instead.
The issue seems to have existed before (#48916) and got once fixed (d5a0ae00d0), but looks like is broken again.

Exact steps for others to reproduce the error
You can find a .blend file with two movie clips attached. The grayscale version is used as a proxy.

Sometimes the preview does not reflect the correct view on .blend file open. To reproduce and verify the error, toggle "Strip Proxy & Timecode" off and on again, set Preview "Proxy Render Size" to 25%, 50%, 75%, or 100%, and move the cursor on the sequencer. With 2.83.3, you should see a grayscale video appearing on the preview window. With 2.90.0 the proxy clip won't be shown.

Screenshots show the expected behavior (grayscale proxy visible), and broken situation (color clip visible).

Ps. I had some add-ons enabled while taking the screenshots, but I tested also with add-ons disabled and the same issue occurred.

Pps. Also, should "Proxy Render Size" option on the preview window show the proxy clip with "Scene render size" selected? Now that seems not to be the case, neither on 2.83.3 or 2.90.0.
