3dcursor turns Zaxis to 3dview area #79576

Short description of error
Im making an extra snapping option which allows the user to snap objects, bones to 3d cursor and also inherit its rotation. Now i noticed with each click that the 3d cursor turns the Z-axis to the viewer or the 3dview Area. I wonder if this is normal behavior. It makes editing the 3d cursor quite tedious because you need to rotate it back to Z-up

Exact steps for others to reproduce the error
01 Open attached scene and notice cursor is at world origin [0,0,0]
02 Click anywhere in the 3d viewport
03 Notice how the Z-axis is now turned towards the viewer and Y-xis is now up

The attached scene has gizmo enabled and is set to cursor transformation orientation. Thiis way you can check how the cursor rotates as the user click around.

I wonder why this behavior is implemented and if this is correct behavior

I never use the cursor tool actually. I just noticed this has more options and we can do snapping. When i use the transform input it keeps Z up. So basically the default is set to view. Where the points the Z-axis to the viewer so to say.

Guess that solves it. Wonder why these options are sort of hidden. When not in cursor tool mode we don't see these options.
The cursor settings in the property panel is kinda simply and separated from the rest.

This is working as intended, however I'd like to know if there is a good reason for it to work differently.
Can you explain in more detail how & why the current behavior should be changed.
