3D cursor sometimes can't do absolute grid snap.

Exact steps for others to reproduce the error
Don't know how to reproduce from scratch, but many of my blender files has the same problem.

I can't replicate the problem.

Some objects in the scene will cause such problem. After deleting them, the 3d cursor grid snap back to normal. If ctrl-z to add them back, the weird snapping would appear again.

The problem is that the target is set for the active element.
It is as if the pivot of the cursor were the active element center.
So this center is snapping to grid.

This is more a matter of design than a bug.
