Short description of error
After trying the new Switch Objects operator in Sculpt Mode and Edit Mode, I noticed that the operator completely ignores if an object has Disable Selection active or not in the Outliner.

Exact steps for others to reproduce the error

  1. Have two separate objects in your scene. Go into Sculpt Mode or Edit Mode with one object.
  2. Use Disable Selection in the Outliner on the object you are not selecting in Sculpt Mode/Edit Mode.
  3. Click on the object that uses Disable Selection. You will be able to select it regardless.

In fact, just as it shouldn't be possible to disable the selection toggle for objects in edit mode, it shouldn't be possible to enter edit mode with the selection toggle disabled.
So it is a bug in the operator and the outliner.

In blender 2.79 it was not possible to disable the selection toggle for objects in edit mode.

Note it is also possible to enter editmode via the py API, so should that also be disabled?
Will alter the report headline a bit accordingly
