Starting Blender via cmd with --debug-gpu
Starting Blender via steam
Reinstalling windows with saving user files
Reinstall c++
The disabling of the integrated graphics processor GPU 2: Intel(R) UHD Graphics 630

the program crashes due to a sharp 100 percent GPU

Please test if the workaround described in #78799 allows you to start Blender. If that is the case the issue is likely related to #72098.
The bypass worked. thx
When will I be able to re-connect to my more powerful card?
@Oliver4Vood If this is the same issue as #72098 you will be able to use your Nvidia GPU for CUDA/OptiX rendering just fine. The integrated GPU is only used for the UI, until the issue that causes #72098 is fixed. If it is fixed you can simply revert the changes you've made to the Windows Graphics settings.
Got it, thanks

Есть подозрения что проблема в обновлениях windows
IMPORTANT Starting in July 2020, all Windows Updates will disable the RemoteFX vGPU feature because of a security vulnerability. For more information about the vulnerability, see CVE-2020-1036 and KB4570006. After you install this update, attempts to start virtual machines (VM) that have RemoteFX vGPU enabled will fail, and messages such as the following will appear:
