Hello. I don't know if this is a bug, but for some reason it is set to Japanese, but there are some parts that are not set to Japanese. (I am Japanese)

Thank you for the report.

Unfortunatery, Blender 2.90 and 2.90a don't have proper blender.mo file. It will be fixed in 2.91.

You can also use latest ja.mo file from below link and rename to "blender.mo" and copy at "(Blender Installed Path)\2.90\datafiles\locale\ja\LC_MESSAGES" (don't forget to backup original file). But there are some of changes, so it can cause crash.
