How to reproduce:
Now do the same with its armature modifier disabled.
Like other sculpt tools, the mask and face set tools do work when a modifier such as an armature is active. The masks and face sets are there, and they do get drawn as expected when the modifier is active, but they simply aren't displayed! This suggests a bug rather than a known limitation.
Even a collision modifier, which should have no direct effect on the mesh itself, is enough to cause this error. Box hide also does not work at all if the mesh any modifier.

This is a limitation which is fixed in 2.91
