It is just disabled by default, see the View > Annotation panel.
But it looks buggy, I agree.

Ah, haven't thought about the checkbox in the sidebar. Thanks :)

Yes, this is imho a bad default. In other editors the annotate tool works without the need to activate it first.

Because pretty similar in problematic, it is maybe also a good idea to turn on the Use Nodes by default. A node editor without nodes doesn't make really sense :)

@lichtwerk Do you know where is set the defaults for SPACE_NODE?

We need set: snode->flag |= SNODE_SHOW_GPENCIL;

Just a note that it's the same default in Rendering and Sculpting workspace.
See #80294 for a closed report about the Sculpting workspace.

IMHO, we would enable annotations in all modes by default.

After thinking more about the problem, I think we are not looking at it from the right point of view. Activating the annotations by default is a solution, but the correct one would be that every time you use the annotations, they are activated automatically. If you use the annotations it is because you want to see them. If we agree, I can do that change easily.

@JulianEisel @pablovazquez @brecht What do you think?

Maybe part of the problem is that the Annotation settings are separated from the Annotation Tool settings?

When you see this:
{F9164810, size=full}

You won't see this:
{F9164812,size=full}

Maybe all of it should be under the tool settings?
