The most common issue is that you're download a repository on GitHub as a .zip where the actual add-on is in a subdirectory. Check the installation instructions for the add-on and download the correct file, which is presumably located on the release page.

Once you've installed the add-on through Edit > Preferences > Add-ons by clicking on the Install button, you also have to enable it. If the add-on was properly installed, Blender should show it in the list of installed add-ons. You need to tick the checkbox in front of its name to enable it.
