Worked: Blender 2.81 (last time it worked is 04-Nov-2020)
Short description of error
When I start Blender, the window opens for a split second second. I already tried the 'blender_debug_gpu.cmd' and got an EXCEPTION_ACCESS_VIOLATION error.
The GPU driver is up to date and Windows Update as well.
Exact steps for others to reproduce the error

Not OP, but I also have this problem.
System Information
Operating system: Win 10
Graphics card: NVIDIA GeForce RTX 2070 SUPER (Driver date: 2020-11-06)
Blender Version
Broken: blender-2.91.0-windows64
Worked: Never (first installation on this computer).

@David_H Your issues appears to be the same as #72098, if you also have an integrated GPU. Please tests if the workaround explained in #78799 allows you to start Blender.
@Giebel Please test this as well.
@rjg I don't have an integrated GPU and already tried the energy/ high performance modes (which didn't have any effect).
Regarding the OS update: I installed the update Windows 10, Version 20H2 on 15-Nov-2020 and some minor updates. I also updated my Bios (if this could have an influence on it).
Regarding the monitors: I have two monitors, but didn't change how they are connected.

@Giebel Thank you. Could you please repeat this with Blender 2.91 or 2.92? This will also produce a crash log with a stack trace in
C:\Users\[your username]\AppData\Local\Temp\[project name].crash.txt
Is it necessary to delete version 2.83 before?
As I see the version 2.92 is available as a portable version. So here is the new file:blender_debug_output.txt

@Giebel Thank you for the file. Are you absolutely certain that your CPU doesn't have an integrated GPU, because that log files look very similar to the ones that have the issue with Intel + Nvidia? What is your CPU model?
I do have an Ryzen 5 3600 and if I'm not mistaken, it has no integrated GPU.

Could you check if this still happens when unplugging one monitor?
It's the same with either only monitor 1 or only monitor 2 plugged in.

Good news. I found the problem!
I reinstalled the Nvidia graphics driver through GeForce Experience and Blender works again in every version.
