Bezier curves behavior change #83117

Short description of error
Not entirely sure what's happening, but the tangency on bezier handles seems to have changed it's behavior compared to 2.91 (the 2.91 version makes more sense to me)
Look at the image attached and check the yellow line from 2.91 compared to 2.92 (the 2.91 is completely horizontal)

Exact steps for others to reproduce the error

You already did reproduce it. See how the end loop of the tube isn't perpendicular to the handles? in 2.91 it's perfectly perpendicular and makes it a perfect half of a torus.

The one you have is not a perfect half of a torus.

One thing i haven't thought about is that you've used 2.91 for your picture. I'm using an older build of 2.91 and this change may have been implemented into the newer builds of 2.91 already.

Okay, it turns out this was caused by 4987b7d347, which was then later only reverted in 2.91 by 71ff935fd6

This isn't mentioned anywhere in the release notes for 2.92, and although the commit says that the new behavior is "correct", I don't understand how. I would expect the handles to always be the normal for the cross-section of the bevel.

Confirming this for now, it should either be mentioned in the release notes or changed, but that is up to @campbellbarton.
