Broken: Both the new 2.91 (it did not work in 2.8 either, I checked first and then updated)
Worked: No previous version I had was tested with particle emission, so I'm not sure?
Short description of error
I was trying to use a plane to emit "snow" particles, but they simply will not show up in the render for my file. I've turned everything on, even the secret hidden "render on/off toggle" filter etc..
Exact steps for others to reproduce the error
Make a plane, use ico sphere as object to emit, set particle system with plane, ensure all visibilities etc. are "on", and then render in eevee to try to have it emit particles, it won't happen?!
File will be attached (simple files that show the snow particles and emitters as I have them set)

very very very basic file I grabbed from a free cad forum where someone else had it working, just so I can demonstrate it.

For me the particles do render, but when setting Particle Properties > Render > Render As to Halo in your project there do appear to be far fewer particles than shown in the viewport. Adding an icosphere and switching to Render As to Object and setting Object > Instance Object to the icosphere, makes all particles appear properly (with an icosphere instanced at their locations).
you are a life saver. It still doesn't quite render how I thought it would (particles need some emission of sorts added to material in order to see them in the dark) but it definitely works, which was the most important part. Thank you so much!

Note there are two particle systems in the file, setting both to
Halo
will have no snow whatsoever, setting both toObject
will render correctly.So in the end, this is the same as #80197 (Halo, Line and Path are not being rendered by Eevee nor Cycles with emitter particles), will merge these reports.
