System Information
Operating system: macOS 10.13.6
Graphics card: NVIDIA GeForce GT 650M 1024 MB
Blender Version
Broken: at least 2.82 up to 2.92 experimental (I suspect it never worked since 2.80)
Worked: 2.79
Short description of error
Particle edit behaves like object edit mode, but the UI shows "Particle Edit" being active.
Basically everything except for the UI stays in "Object Mode".
Effect On (broken):
Effect Off (works as expected):
Exact steps for others to reproduce the error
Based on the default startup:
Ways to reverse the effect (make "Particle Edit" work properly again):
Even after reversing it you can restore the effect by selecting the "Plane" once.
At least two particle systems are required for the effect.
The effect can even be saved and stays the same after loading from the file again.
Thus I was able to create two files one with the effect and one without.
The file without the effect is a little bigger in size.
EffectOn.blend
EffectOff.blend
It took me a whole day to find the cause and boil it down so far.
Hope it helps and that it can be fixed with the provided info.

Changed status from 'Needs Triage' to: 'Confirmed'
Nice find, can confirm
I found the cause for this:
After selecting an object with cloth physics, the particle edit mode automatically switches to "Cloth".
When the user selects an object with a particle system it is not changed back to "Particles".
So the solution is to either not switch automatically, or switch it back again if the selected object has no cloth physics.

Thanks for the report. Marking this as known issue since it depends on the old particle settings which is end of life .
