The single/double key-tap behaviour of the transform axis constraint has been flipped since this section was written.

In 2.8?+ a single-tap on X,Y, or Z constrains the transform orientation in the basis shown in the Transform Orientation dropdown, and a double-tap reverts to the Global basis.
