Broken: Blender 2.91 Official Release and 2.91.1 alpha from january 14
Worked: Blender 2.90 Official Realease

Short description of error
When painting weights of a bone activating the "x" in the option menu of the brush will also activate automatically the "Mirror" on the X axis in the "Symmetry" menu which is not what i need.

Exact steps for others to reproduce the error
Just enable X and Mirror in X will enable when painting skin weights.

here's the one specifically for weight painting

I found out that checking "Vertex Groups X Symmetry" and unchecking "X" in either "Symmetry" or "Options" menus will have the behavior that i want. Which is to paint weight paints on the right bone and have them mirror to the left bone and its respective vertex group.

OK, so we have a way to achieve what we want, leaving us with only the confusion part.
This seems to have been addressed as well (see T84520 -- just not implemented yet), so I'd say we can close this report as a duplicate of T84520.
