Copy and paste material actually work as copy of all data from one material to another.
Copy to selected do not work as copy, it acts like material linking/referencing

This behavior is old.
I believe that this is more a documentation issue.
The name has already been changed once in rB7d765eca13cd: UI: Rename Copy Material to Others to Copy Material to Selected..
Would "Copy Material List to Selected Objects" be more appropriate?

I'm not sure if this should be confirmed as a bug.

@Germano Cavalcante (mano-wii) Copy material with icon it is «Copy material settings to buffer». Not a «Copy material datablock to slot»
But «Copy to selected» is «link all material datablocks to slots».

If it is not a bug, it is wrong and confusing naming.

I suggest «Copy material settings», «Paste material settings», «Link all materials to selected»

Also!
«Copy material to selected» call this operator.


And there is two variants: it`s naming wrong because it copies ALL slots instead one. Or it work wrong and copy all instead one.

I have to agree this is misleading (both singular vs. plural as well as copy vs. link).

Will confirm.
