System Information
Operating system: Windows-10-10.0.18362-SP0 64 Bits
Graphics card: GeForce RTX 3090/PCIe/SSE2 NVIDIA Corporation 4.5.0 NVIDIA 460.89

Blender Version
Broken: version: 2.92.0, branch: master, commit date: 2021-02-24 16:25, hash: 02948a2cab
Worked: (newest version of Blender that worked as expected)

Short description of error
in the uv editor, with proportional edting enabled, and individual origins. Scaling or rotating doesn't affect nearby verts.

Exact steps for others to reproduce the error
open uv editor. enable proportional edting. Set origins to individual origins. Try rotating and scaling. Scroll up the area of effect. Notice nearby verts aren't effected

I cannot reproduce this on the latest master nor on 2.92. Do you have "Connected Only" disabled in the proportional editing settings?

No it actually seems to only take affect when it is on. Though that still sounds like an issue to me.
With that on and the other settings, try to just select 1 or 2 vertices. With the proportional editing, and connected only enabled. Surrounding verts should still be moved around with it

Surrounding verts should still be moved around with it

Why? "Connected only" is supposed to only move vertices of the same island. Any disconnected vertices should not be moved. Are you saying that for you connected vertices are not moved?

In the example file I gave there is only a single island of an unwrapped cube. Selecting a vert in the middle and doing as i described does not move connected verts

Can you try repro in master, starting from a new .blend file?

(This may have been fixed by a recent change)

It seems I can no longer reproduce this on master. @STANN.co Can you still reproduce on a recent build https://builder.blender.org/?

hello again, most recent, it works, tho the sphere of influence is from the median point, and not the actual individual origins.
If you drag 2 individual points with proportional editing, in the 3d view. Nearby points are affected by the first points neighbors and second points neighbors respectively, the same i think should be the case when uv editing
