Short description of error
Inconsistancy in the Annotation tool doesn't work the same way in all modes.

Exact steps for others to reproduce the error
In 3D (general) : it's quite fine.
the annotation Tool have the layers options (only on the 3D side view), and the keyframes are visible in the dopeSheet.
In 2D animation mode : the annotation Tool have the layers options, but the keyframes are invisible in the dopeSheet
In VSE : the annotation Tool don't have the layers options, but the keyframes are visible in the dopeSheet

My bad Antonio.
DopeSheet is fine then (maybe just uncheck the "only selected" by default like in the other "New file" ...

For the annotate layer options, I just discovered it's hidden in the view panel only (with onion skin), and not the Tool, like in the other

Also, I just noticed the layout is different : Onion skin is a subpanel in 3D view, and and old school panel in the sequencer :(

Finaly, if the annotations could get the greace pencil buttons active, that would be great !

As the bug report is solved, I'm going to close the task. We have already plans to review annotation panels and UI. Thanks for the report.
