Particle system error with evee #87368

Operating system: Windows-10-10.0.19041-SP0 64 Bits
Graphics card: GeForce GTX 1650/PCIe/SSE2 NVIDIA Corporation 4.5.0 NVIDIA 461.72

Blender Version
Broken: (example: 2.80, edbf15d3c0, master, 2018-11-28, as found on the splash screen)
Worked: (newest version of Blender that worked as expected)

Short description of error

The particle system with evee rendering engine: The amount of particles in render are being overridden by the Viewport Display Amount factor. If I understand correctly the mentioned factor should only affect the display in viewport not in renders.

Exact steps for others to reproduce the error

The issue can be repeated by selecting hair particles around 60k, then rendering once and rendering again changing the Viewport Display factor below 100%. I am not certain if the materials and shape of the spline will make it more visible or not but implementing 5+ simple children might affect.

Based on the default startup or an attached .blend file (as simple as possible).

I cannot reproduce this with either the latest stable or current development versions of Blender:

Please try the latest daily build: https://builder.blender.org/download/

Go to File → Defaults → Load Factory Settings and then load your file to see if you still can reproduce this issue.

If the problem persists, please give us more clear instructions on how to reproduce it from scratch.

I have provided related screenshots in accord with my statements. I am afraid the situation is due to my system limitations, still, I want to mention I didn't fiddle with default settings, so factory resetting can be omitted from the troubleshooting steps.
The scene I am mentioning is a little heavy for my system, so I tested it on multiple instances of blender (one at a time) but each time that issue sustained.
I am certain that the viewport display amount is affecting the render. The particular scene I have referred to is using displacement applied, level 3 subs (not using modifier stacks in particles). There are 3 other particle systems. and many other things that are making the file bulky. So it is not possible to replicate the case exactly, still, I am trying to find out the cause.

Whatever that is it should not affect the render in any possible situation.
