UV Editor and Image Edito:- Assigning shortcuts to Annotate tools go in wrong section of keymap #87669

2.92.0, 02948a2cab, master, 2021-04-24, as found on the splash screen

Short description of error
For the Image Editor, when assigning shortcuts to the 4 annotation tools (listed below), their shortcuts (Set Tool by Name) are getting registered in "Preferences > Keymap > Window" instead of their respective sections.
When assigned the shortcuts from the UV Editor first, the shortcuts go correctly to "Preferences > Keymap > Image > UV Editor > UV Editor (Global)"
Maybe both should go to "Preferences > Keymap > Image > Image (Global)"?

Exact steps for others to reproduce the error

  • Go to Image Editor
  • Right click each of the tools below and assign a random shortcut (Z, R, T, L for example)
  • Annotate
  • Annotate Line
  • Annotate Polygon
  • Annotate Eraser
    They are now listed under "Preferences > Keymap > Window", which is not where they should be.

I can't reproduce the problem,
In my case they appeared in Keymap -> Image -> UV Editor -> UV Editor (Global)
What appears to be an appropriate path.

Please try the latest daily build: https://builder.blender.org/download/

Go to File → Defaults → Load Factory Settings and then try to reproduce this issue.

If the problem persists, please give us more clear instructions on how to reproduce it from scratch.

I tried it with the Blender 2.93.0 Beta build (0f66dbea90), factory settings.

So it appears that when I assign the shortcuts from the UV Editor first, the shortcuts go correctly in "Image > UV Editor > UV Editor (Global)".

But when I assign shortcuts for the Image Editor annotate tools, they go under "Window", as previously described.
And now the annotate tools from the UV Editor, got synced with those of the Image Editor in "Window".

I don't think they are supposed to sync, but be separate.
