Short description of error
Import creates a grey/white mess
Exact steps for others to reproduce the error
Create a dfx of two lines/objects. one with standard layer.
Create a new layer in a different color.
Assign second object to the new layer
save DFX
import into blender
see white/gray mess
info
the dxf file format does allow color information to be saved. Layers have a default colour and objects can have their colour over ridden. This information is saved in the dxf

Sounds like a useful request, but please, check https://wiki.blender.org/wiki/Reference/Not_a_bug
There are other places that can handle request better than this bugtracker, as @Garek pointed out
