Properly format iFrame shortcodes #89239

Currently all iframe shortcodes use the classes embed-responsive and embed-responsive-16by9- but this is only to tackle the use of vimeo videos. These classes should be removed and replaced with w-100 and potentially a new shortcode added for vimeo.
