Short description of error:
While moving or rotating a light and in cycles rendered viewport mode, the light will flicker.

Bisecting points to this being a recent regression caused by b313525c1b

Exact steps for others to reproduce the error:

Create a scene where a light object is the main contribute to light.
Enter Cycles rendered viewport mode.
Move the light around or rotate it and notice the flickering.
