liquid volume increase, without inflow
Exact steps for others to reproduce the error
setting the minimum timestep up and/or high resolution, min timestep of 16 in combine with a resolution of 64, timestep of 8 and resolution of 128 works to.

have you tried tweaking the Particle Radius yet? The documentation states:

Here are a couple of tests I did with Version 2.92.0 on Windows 10:
Changing the time steps:
min=max=1:
min=max=2:
min=max=3:
min=max=4:
The liquid at frame 100 seems to inreace roughly linearly with the time step value.
Changing particle radius:
particle radius=0.25 (vanishes at frame 4):
particle radius=1:
particle radius=0.8:
Conclusion:
The latter seems to be expected behaviour described in the documentation. And therefore this might not be a bug.
One idea might be to use a low resolution preview to get a feeling for a more accurate liquid volume and adjusting the particle radius via trial and error. Or change the simulation type from FLIP - which seems to be prone to volume fluctuations (see here: https://github.com/rlguy/Blender-FLIP-Fluids/issues/326) - to APIC.

I agree with you that expected as described, and therefore no bug.
