Thanks for the report, however, this is not a bug. The material assign node has to combine all of the instanced objects into a single mesh to change the material, so there are no smaller objects to cull.
For now there isn't really a workaround here as far as I know. To change materials on instances you have to make them real geometry.

Short after 3.0 is out, i predict there will be GeoNode solutions at Blendswap for culling both in Eevee and Cycles, so no big problem. Nevermind please, and go on being awesome!
