overlay menus disappear (or not appear) in objet mode and edit mode.

Exact steps for others to reproduce the error
Based on the default startup or an attached .blend file (as simple as possible).

First I thought this is trolling, then I laughed, finally watching video without sound, I guess this is real issue.

Does this happen when you click on File > Defaults > Load Factory Settings?

I have been a happy new blender user for a year and a half.
This is the first time I have reported a problem and I have only tried to add a little humor to a very annoying problem. My thanks to the team and I'm glad you've at least laughed a bit.
I just tried to load factory settings and I get the overlay settings bar back. But I lose my all addons.
I send you a screen shot of the currently installed addons.
My first suspicion was about the addon "Blenderkit Asset library" because it has a shortcut bar that occupies the same space in blender 2.93. But this addon is now uninstalled and the problem persists. Blenderkit on my computer in version 2.83 works without problems.
I have also tried a clean install of Blender 2.93 regardless of settings and the problem persists.
Currently I am working with Blender 2.92, but since the first version of 2.93 has appeared I try to solve this problem.

Could you check enabling these Addons one by one and tell us at which point the error starts occuring?
Alternatively an error should be printed to the console https://docs.blender.org/manual/en/dev/advanced/command_line/introduction.html , having that would also help

YES!!! Thankyou Philipp
The problem was "RETOPOFLOW" in version 3.1
Erase and upgrade to 3.21 and now Overlays bar are back!!
