I cannot reproduce the crash, the video plays correctly whether dragging and dropping from Windows Explorer or Blender's File Explorer.
I am also using the same NVIDIA GPU driver that you are.

Please open Blender's installation directory and double click on the blender_debug_gpu.cmd. This will start Blender in debug mode and create log files. Try to make Blender crash again. Once it crashes the Windows Explorer should open and show you up to two files, a debug log and the system information. Add them to your bug report by clicking on the upload button as shown in the screenshot below or via drag and drop. Please also upload the crash log located in C:\Users\[your username]\AppData\Local\Temp\[project name].crash.txt (or simply type %TEMP% into the path bar of the Windows Explorer).

Ok, hmm.. when i downloaded the file from the website here to do your test, (c:\users\peter\download) it worked at my side as well.
I assume now that it might have been the connection to the camera that was emulating an usb disk (h:....., that caused the crash. (maybe a poor usb drive emulation)

Glad to see that it is working for you. As it appears this issue has its cause outside of Blender, I’ll close this report. If it turns out that it is a bug in Blender, let us know and we can reopen this report.
