Short description of error
VSE "Remove gaps" function will be blocked by any metastrip contents that extend outside of the active metastrip bounds. I assume it might be related to https://developer.blender.org/T91004

Exact steps for others to reproduce the error

Add colour strip
Make meta
Enter meta
Extend colour strip right handle far out to the right
Exit meta
Make new colour strip with a gap to right of metastrip
Try to use "Remove gaps" to remove that gap - it will not work, at least not past the range where the inactive strips inside the metastrip exist
