Short description of error
Adjusting certain Cycles viewport render settings in a certain order can result with the viewport getting darker as rendering progresses. A video can be found below:

Exact steps for others to reproduce the error

  1. Change the sample count for the viewport to something low (1) and change the start sample count for viewport denoising to something low (1) and enable viewport denoising.
  2. Enter the rendered viewport.
  3. Change the start sample count for viewport denoising to something really high (10000).
  4. Now change the viewport sample count to something high as well (0 for unlimited works). Notice how the viewport gets darker until your refresh it or the sample count reaches a point where denoising takes place.

Note: Turning off adaptive sampling might help in reproducing this report.
