System Information*
Operating system: GENTOO Linux (updated daily)
Graphics card: NVIDIA Corporation TU106 [GeForce RTX 2060 SUPER] (rev a1)
Graphics card driver: x11-drivers/nvidia-drivers-470.74

Blender Version
Broken: blender-3.0.0-alpha+master.886196b88817-linux.x86_64-release
Worked: unknown (sorry...even 2.93.4 LTS shows this behaviour...)
Short description of error
Weird sizing of camera view when changing x/y pixel count

Exact steps for others to reproduce the error
No extra file needed.
Start blender
Add a camera and change the view to it (ALT-KEYPAD-0)
Select output properties.
Slide the "Resolution X"-slider, camera view dimension change in X-direction if X-direction for XY. Same for Y-direction accordingly reversed (sorry, no native speaker).
This is completly unintuitive...and results in a lot of fiddling to get the camera visible field as wanted...
you even need to move the camera back and forth for that.

This is expected behavior. As such it is not considered a bug and I will close this report.

One thing that might be of use for you. If you want the horizontal field of view or the vertical field of view to remain fixed while adjusting the resolution, you can change the "Sensor Size" of the camera to be fixed on the axis of your choice. This can be done here while the camera is selected:
