3D viewport sub-header ignores setting of no header after reopen file. #93381

Worked: (newest version of Blender that worked as expected)

Short description of error
The header of the 3D viewport can be hidden. When you safe the file and reopen, you would expect it to be as set, or unset for some reasons, but the upper part hidden and the lower part not is the most odd decision blender could make. I'd prefer the header to be hidden for good when i try to tell blender to do so.

Exact steps for others to reproduce the error
Open a blend session with a 3D viewport.
Hover over the header.
RMB click.
Hide the header.
Save the file.
Reopen it.
The poulated part of the header is stil hidden, but a semitransparent header with some options is left.

Note that the "Header" is (sort of) separate from the "Tool Settings" area, which is what your capture shows remaining after the reload. You can see that these are separate parts if you have the Header showing, then toggle "View / Tool Settings".

So you have control over both the Header and Tool Settings. In your example you are turning off one but not both. It will work as you expect to if you first turn off Tool Settings, then hide the Header. Save and reload and you will see them both gone.

There is an error here, but it is harder to explain. It could be that on file load we are showing Tool Settings (if enabled) when Header is hidden. Or it could be that we don't nicely allow the user to always set the visibility of these parts separately. If you right-click on the Header you see separate checkmarks for the two things, but you can't select just Tool Settings without Header there.
