I cannot reproduce this with either the latest stable or current development versions of Blender:
Please try the latest daily build: https://builder.blender.org/download/
Go to File → Defaults → Load Factory Settings and then load your file to see if you still can reproduce this issue.
It would be good to know if those lines appear in the same pixels in the same frames if you rerender with the exact same setup. Can you check that?
The green lines are random. Is the CPU or GPU rendering here?
Run A
Blender_301_Comp_DropOuts_[0001-0100]_A.mp4
Run B
Blender_301_Comp_DropOuts_[0001-0100]_B.mp4
The issue seems to be the "Translate" node which is using a "Noise Modifier". I disconnected it and the dropouts are gone.
I am using the latest Win 11 on a system with AMD Ryzen 9 5900HX and RTX 3080.

OpenCL seems disable, so that is likely the CPU rendering. I still can't replicate that, so lets check someone else can.

Can not confirm this on Linux and latest master
EDIT: I'm on Linux Mint with nVidia RTX 2070 Super (470.xx drivers) and Intel CPU

In my case, I can't replicate the problem. It must be something limited to NVidia.

I can reproduce, but frequency of this issue is rather low (worst case I saw was less than 1% rate of reproducing)
