Short description of error
Composite node delivers blank frames when not connected in the compositor

When there are zero composite nodes (And the compositor is enabled) Blender will export two outputs both
the full rgba buffer (Specified in the properties panel) and the file output assuming you are using a file output node in the compositor.

What is expected to happen
If there is no composite node in the compositor, it will ignore the Output properties in the properties menu
Shouldn't blender follow what the compositor is saying when enabled?

Also when a composite node is in the compositor but not connected it shouldn't
save or do anything.

Exact steps for others to reproduce the error
Open provided file, set file output destination, set properties output destination. Then click Render Animation and view rendered files, should see blank frames in the properties output.

This is expected as far as I can tell. The result of a render if the compositor is enabled will be whatever is connected to the active Composite node. Other "output nodes" like Viewer, Split Viewer, and File Output operate independently of the Composite node. Eve if one doesn't exist, they will still be operational and save their outputs. Does that make sense? Or am I misunderstanding the issue?

Not totally sure if I understand correctly, but you will always get an output to the Output specified in the Properties Editor - by design.
Like you mentioned, this is either the straight 3D render RenderResult [if no composite nodes are present], whatever is fed into the composite node [if present, black by default if unconnected].
If you propose to not write to the Output if only FileOut nodes are present, I am with you, this would make sense.
This has come up before though and was not considered a bug (more like a feature request / TODO)

Well, it has defaults for unconnected sockets, think it is only consistent with other nodes to use these when unconnected
