Delete Branch "%!s(<nil>)"
Deleting a branch is permanent. Although the deleted branch may continue to exist for a short time before it actually gets removed, it CANNOT be undone in most cases. Continue?

Short description of error
Again a bit of a hit or miss. Sorry for that. Take old files 2.9 or less. Open them in 3.1 and try to export selected. It may work or do what it did with me. This is one of those bugs I believe is currently mundane but could get out of hand later on if not inspected. I may be wrong though. I fixed it by opening a new file and appending everything. However, if you do not think of doing that you are stuck with a blend file that does not export FBX at least for selected. Seems to export a whole scene as an FBX fine as seen in the video.

Can't reproduce the issue. Can you upload sample .blend file that does not behave correctly?
I dunno it is for a game and it is relatively large (scene of recipes and components). I may can trim it down to just one item that is broken or a few and then try that. I will see what I can do.
If you can, please simplify file as much as you can.
I could not edit it down for you since the bug is very very bizarre. I made a video list of me testing various things. The answer to the last thing before the recording shut off (which with this software is very subtle) is that actually did not work. As in once everything was deleted and it was narrowed down to one object when I deselected only selected it did not fix it either. I would continue doing tests gladly but my recorded limits the fun to 5 minutes and I could be here forever poking and prodding. I used to have one that recorded longer but it somehow stopped opening one day.

Anyways I find this bug very intriguing just from what causes it and what doesn't and how it carries over from undo but not otherwise.
(Just realized I got the file pretty small through testing and kept the error guess I can upload it now maybe.Foodserr2.blend)
I am not quite sure what the issue is now. Videos are not great for communicating this as primary means. They can serve for clarifying steps, but they are hard to follow.
What I saw was that you have chosen selected objects and active collection as export filters. Also some preset I don't have. But I think main issue is active collection - in provided file, collection Berries is not active, unless you click on it in outliner. so no objects will be exported.
Can you check if this is the case?
I went through a lot in the video I even gave the file but if you wish for me to be very specific of the stuff I did. Any object exported from that scene would not exist upon import unless I delete a collection. That is the gist of it it turns out. I can move objects out of the collection and it would do nothing. I can make a new collection it changed nothing but if I deleted that new collection it would fix it and allow me to export any object. However if I hit undo til that collection came back, then was removed it would not export the object as an fbx. It would act as it did but upon import nothing. I could delete every single object in the scene, keeping the collections there, and export that object and it would not export it would again pretend to but upon import, it did not exist. This of course was tested with Substance and other software as well the object does not export. One time when doing the messing about I changed the name of a collection and it perma fixed the issue but I did not catch it on camera and then when I tried that trick again it did not fix it at all so I think I just accidentally kept a collection deleted. I dunno what it has to do with collections but to fix it I just can add a new collection and then delete it. I can also delete any collection there however that is all that fixes it. I can export all when the scene has all the objects in it and that exports, however, if there is a singular item exporting all does not export the object. The export filter really didn't matter though in this case I think. My bad on that I just use that one because it has a lot of settings that just work well with Substance. I did keep choosing the export filter quite a bit at first because when I was first testing this it kept forgetting the filter I selected so when I go to export it would export all.
EDIT: (did some testing to make sure) Ah no you are correct the filter has an effect it didn't originally at least it seemed. My bad. Interesting. I will see what check box could be the issue. Active Collection is the issue. Hmm... I have both Selected Objects and Active Collection checked. So far that hasn't affected any other file though. Yeah, it is something to do with Active Collection which is always checked for that preset. It has not affected any other export though only this oldish file. Though I will make sure to uncheck it. Still a very strange bug. Either it is working correctly this one instance, and incorrectly in the fact that it does nothing for any other objects, I export from other files.
I have tested this even with new files. Can you provide another file where with same settings behavior is different? I would guess that on other files active collection may contain selected object?
You saw the video I moved it around and it made no difference and it was every file in the scene I just left the berry behind because NDA is pretty fun. New files are fine and dandy it's just this one. I mean I can just create a new scene, with a cube and export it using the same settings and it will work fine. Do you want a cube scene?
I can't reproduce this issue with default cube file. See this video for example and notice behavior is consistent, when active object is not in active collection:
