Short description of error
When changing orientation of gizmo, previous (incorrect) orientation is used with select tool.
Exact steps for others to reproduce the error
Observe the gizmo orientation is Local, while it should be Global

In step 8, I think this works as designed.
In step 11 I get actually local orientaton, which seems to be a bug.
For rotate tool difference seems to be, that in gizmos popover, orientation is defined only for move gizmo for some reason. I wouldn't call this a bug necessarily, but I am not sure if this is set up as it was indended.
In other words, all these properties you have described are 1 property in multiple places, only in popover it is not based on current tool, but hardcoded to move gizmo.
So will edit this report to minimize number of steps for actual bug. I will ask about this hardcoded property as I am not sure if there is reason for this.

I couldn't reproduce your result. I was getting Global for the gizmo orientation after step 7.
However, I realised you may be using the rotate tool on the toolbar for the rotation (step 2). When I use this tool I get the same result as you, at every step.
I was using hotkey (
RX-45
). My original report was based on using the hotkey for the rotation as well.
