Operating system: Win 10
Graphics card: 1660

Blender Version
Broken: (example: Any build since 3.0.0 (I have updated to each variation of 3.1.0/3.2.0/3.2.1/3.3.0, existant in all versions)

           (Existent in the 2.90+ builds i have as well, i don't know if it was ever fixed in 2.9x+)

Worked: (None.)

Short description of error
(No string it's an animating and weight painting occurrence)

A bug exists in the "DEF-spine.005" bone and the "root" bone related to scaling the root bone.
(upgrading face rig has no influence)

Exact steps for others to reproduce the error

After painting weights on the "DEF-spine.005" bone's vertex groups and going into pose mode you will run into an issue while scaling the "root" bone.

Regardless of positive or negative scaling of the root bone the neck bone will scale into the opposing direction, turning off the copy transform for the neck bone causes the issue to go away but it's but a work around.

My current work around is not using the DEF-spine.005 bone and using the DEF-spine.004 bone instead, however i'd like full neck motion which would require the DEF-spine.005 bone as my models require root bone scaling.

Based on the default startup or an attached .blend file (as simple as possible).

I can replicate the issue, but I am not sure if it is a bug. So will wait for a developer to look into this.
