I noticed something too when using a GPU for cycles momentarily yesterday .. it seemed to be not working as it should (and does) normally. But I didn't dig deep since I was working in Eevee and have been busy. I have a AMD Vega64 btw.
Edit: Ooh, btw .. the Windows Task Manager won't show much GPU usage anyway.. because of how it is built. You need to use MSI Afterburner or ASUS GPU Tweak (like me) .. to see the correct graphs for GPU.
I asked a similar question, a few months ago .. so I'm familiar with this.

I think your tile size is the problem.

For CPU rendering smaller tiles sizes (like 32 x 32) tend to be faster, while for GPU rendering larger tile sizes give a better performance (like 256 x 256).

The "Collision" collection here holds all proxy meshes, if the collection's render visibility is turned off you get the results you see above where the deformed meshes overshoot and settle at an offset
