The problem is now fixed, I had to use scripted expression instead in order to get the driver value correctly. var/# is what fixed my issue.
Topic is now solved
and just in case you can't understand what I am talking about, here's a blend file that I manage to give it a similar problem to this one.

So hitting "Clear Inverse" first and then "Set Inverse" would fix it. Alright, this should do the job.
Huh, weird, it works fine for me aswell.... for objects only.
but you might have not read the text clearly
"This problem applies to bones aswell"

so I guess this is a "not a functional feature anymore" I guess
But really need to control that hip without stressing myself to click it right! o_O

Just move the goal (not the controller) somewhere, set the keyframe and then move to the next frame

that attempt is almost perfect.
Maybe I'll figure out some stuff of how to get this one done perfectly.
ok I'll stop sending comments in here.
I see... but will there ever be a possibility to make bones move more dynamically? like a delay where the child bone responds to the parent bone a bit later.
Also, what is the alternative way of making the parent bone follow rotation of the child bone without getting any cycle dependencies?
is this the reason why this type of animation constraint doesn't render in 2.8? Then how come it renders fine in 2.79?
It is recommended to open it with the latest 2.8 build
all you have to do is to render the animation.

Have you tried switching to cycles and see if it does the same thing?

Today someone asked me if I tried using the material tab in Cycles mode and see if the problem is the same.
When I tried it, nothing happened! Blender was still open after I created a new material in cycles mode!
So this means that Evee has something to do with that material problem.

I did a full scan for updates on my driver in the intel driver & support, and there are no software updates available for my drivers. My graphics card is doing completely OK.
My final opinion is that this problem HAS to do with the coding inside of the material that gets created. I can't edit the stuff inside the material tab, but I CAN use the character model, or object that already has a material applied. I can even switch to LookDev or rendered mode.
It just won't let me view the material in the tab and make some editing in it.

EDIT: And in the supported products, it literally includes the name of my graphics card. What logic is this?
