I see that currently for the Graph Editor there are some very nice features/changes being developed. And a just want to remind about this small thing that we discussed several months ago.
I couldn't find an active task that is appropriate to add this comment to. Maybe it could be added as a papercut in this task https://developer.blender.org/T63901 .

A small suggestion. I think it would be useful if the extrapolation part of the curves is a drawn a bit different.(lower opacity, dotted, a bit tinner etc.) It gives a bit more information, so you know there are no keyframes prior or following what you see.

I wouldn't say guessing, its more like knowing. If that's not the case there are x-ray and wireframe modes in the other software products as well.
You've tried it, you don't like it and that's fine. In Max,Maya & C4D you can choose to use it or not, its an option. What's the danger of Blender offering to its users that option too? As developers mentioned, its a trivial thing to code it.
@William Reynish (billreynish) Maybe we can just call it with a different name like "View-based selection" or "Only select visible elements" as @ThinkingPolygons (ThinkingPolygons) showed, and show the option only in edit mode.
This way it won't conflict with Wireframe or X-ray modes, because the elements are always visible there. "Only select visible elements" on or off, ether way they will be selected, because they are visible (as is the current behavior) so nothing changes for Wireframe or X-ray.
@Debuk (Debuk) already pointed out the importance of this feature. In the Devtal thread you can see there are at least 10 people who registered on the platform just to ask for it.
And tens of thousands use "Select Through" by default (Maya, 3ds Max, Cinema 4D, Softimage maybe others too)
There is a reason for that and I'm glad you're not ignoring us.

Is it possible that some other program on your system (that is always on) is using this shortcut? You can try to kill all the programs and processes that are not native to Windows, restart blender and test the shortcut.

@Julian Eisel (Severin) I tested the new changes and they work very nice! Thank you!
I noticed something about the selection that I think could be improved. It's about box selecting the handles while "Only Selected Keyframe Handles" is on.

It works fine with click select, but not with box select.
For box select you need to disable "Only Selected Keyframe Handles" first, but I think it overcrowds the view with handles a bit.
I think it won't interfere with the current workflow and box select will be more consistent with the click select.

As far as I understand transform_orientation_slots[0] is for the orientation of every tool (top middle), transform_orientation_slots[1] is for Move tool, [2] for Rotate tool and [3] for Scale tool. This way you have different orientation settings for the different tools.

About the edge loops and rings I find Maya way very intuitive.
Everything here is just Shift + Double Left Click:
I found a fix.
For Add Cut we need to set the Left Mouse click to "Any".
This bug is still present here with the ICKeymap.
Seems like the Knife Tool works as if the LMB is always pressed.
It creates a point every time you hover over an edge (without clicking).

But it works fine with my settings, don't know why. If you like I can try to reproduce how I set it up.
So your "workaround" does not solve anything in this case.
I found a workaround that makes the navigation with Alt + LMB/MMB/RMB possible while using the Knife Tool.
In Keymap -> 3D View -> Knife Tool Modal Map you need to have Panning set for Alt+LMB, Alt+MMB, Alt+RMB.
And the Panning Alt+LMB must be set before Add Cut with Left Mouse.(the order is important)
