I'm sorry, you're right, the behaviour is indeed exactly the same as in blender 2.79.

Now that the precision of the grid has been increased, can we have the Clip Start distance in all the Workspaces be 0.01? https://developer.blender.org/rBb5bc2158a07140e5463e209839bcf36d2ce2cddc

Not everyone agrees on what should be put here. Playback makes sense for a lot of people, starting by animators. Search bar is extremely usef by some, barely used by others, etc.
I agree, it's not a big deal since you can change the spacebar behaviour almost instantly by splash screen. I love it. But I still think search or toolbar is a better choice as a default since you need to do some work before starting to animate things.

The spacebar for play animation by default on beta is really weird. The toolbar was making sense even if I think search was more useful but I'm really surprise by this choice. But still, I really enjoy the beta, it's really a great job.

I guess it is related: when you go in edit (or draw) mode with a grease pencil object selected from object mode with the scale cage selected (so with no gizmo displayed), blender crash (blender-2.80.0-git.5bd731b6730-windows64). Using regular scale tool and other transform tools are ok.

I tried and I get the same issue on Windows with blender-2.80.0-git.40ad0de0027-windows64.

I can confirm with blender-2.80.0-git.b466c09c305-windows64

It also crash with blender-2.80.0-git.a6340a5-windows64. I don't know how to get more informations (logs) on windows but I'll be happy to help :)
I can confirm Blender crash opening this file on Windows with blender-2.80.0-git.17bc056-windows64 and blender-2.80.0-git.1112f49-windows64 :

Ok, I guess Ctrl-Tab will do the job. But I really think tab drag was really close from something great :)
Just a small suggestion about the cycles rendering performance settings: It would be great to have different default tile size when switching the device (CPU <-> GPU).
About Tab+mouse drag: it is interesting feature, but it is very easy to enter this mode and accidentally select something by just accidentally touching a mouse (or think about touchpad) while pressing Tab to switch Object mode <-> Edit mode. So, can we have some sort of threshold? For example, enter "pie menu" mode only if Tab was held for at least 0.3 second (or whatever) AND mouse cursor was moved for at least 15px (or whatever). Otherwise, treat this event as just Tab press.

Just tested last build and I like the tab drag thing for mode switching. It's IMHO better than using numbers. The edit mode is more accessible and other mode can be accessed fairly fast. Small bug, when Alt tabbing to another application and returning, the edit mode switch on :)

I have few questions about stupid keyboard layouts like the french one. While using 1 2 3 to switch mode makes sense, do we need on french keyboard to press shift? (numbers need a shift press on french keyboards). Same questions for the period for Pivot Switch or the tild for Viewpoint Switching (which even need "Alt Gr" key to be pressed). In other words, will the keymap be keyboard layout specific?

That's a really good point ;)
Because I oftenly switching machine using shared accounts at work, I try to always use default settings of blender, so I'm really interested on that topic. I'm definitly not an artist. I'm a developper so I'm using blender to batch some process on meshes using python, set up rendering settings, integrate 3d model in a video using motion tracking and other stuff that not needs very good artistic skills. I do sometimes use my awful modelling skills to make artists works compliant to my developper needs and even to model some simple meshes. That being said, almost all propositions seems good to me, but here are my humble thoughts about the other things...
