@Venu (VS) Yes :) and i been using FBX 7.4 binary from day one it was implemented because i found workaround for thous bone issues .. you can find workaround in this Post made by me :) but now that is useless as fix is working really good :)
@Venu (VS) Yes i can Confirm it and if you wanna i can even Send you a screen shot where you will see default values in Blender :) I m working with Default scale all the time. at start i can confirm that i was trying to do like in thous tutorials what you described but it gave me all the time weird results... i switched to default units and all the time Apply Transforms and it works good .
Finnaly :) Thnx @Bastien Montagne (mont29) now i can export and import animations really easy. New Fix works for UE4 :) with My Own animations and my own Rig and my own mesh ..

Good i will be happy to answer all questions about this problem.
I found that if color of Transform tab is grey and u move bone it will not fix the problem in UE4
But if i drag Timeline Slider to frame where Transform tab changes color (in my case Green) and then move the
bone in that frame it Exports like it needs to be :) i really don't understand why it is like that.
