I just tested and yes, sadly it is not included in Blender 3.0.1 it is only included in Blender 3.1.0 .... :( really sad
I like working with stable versions so 3.1.0 alpha is not option :(
@Germano Cavalcante (mano-wii) Hey, I finaly got to download blender 3.0.1, however, when I tested this, it still won't work. Same steps that I described above with key and factor and I still can't set value with the key press !

@Dalai Felinto (dfelinto) It is not affecting only Subsurf modifier, even without it, dens meshes that exceed 1 mil tris, is painful to modify. I just don't get it why such negligence towards traditional modeling and its performance. I see all these fancy features implemented in every update, but what's the point of them if simple traditional Hight to low poly modeling is sluggish and painful when used on Production-ready meshes ! Sure subdivided cube as test might work good but when you have mesh what have multiple objects and is complex and dense, performance drops to the ground, and that is with Top-notch PC system with high-end CPU and Graphics Card. I personally think you must focus on the core of the program what In my mind is 3d modeling application, make that as good as possible and all other features will benefit from that also!

UPDATE: after a bit more use of knife tool from search box it started again do the same thing as Germano shows, making weird cuts.

Oh, ok I fixed issue with menus on my own. I will then open new bug report for keymap .

After Messing around I think I Fixed it myself,
Here is Overview how my Key Input part looks.
In my Industry Standart key layout, the box select was not there by default.
and I don't like Wait for Input because it asks me to click again when I drag, so it is like this I drag and then HUGE dotted lines show up and then it waits till I will drag again .. this is not what I wanna.

Ok, I was not able to find XML file, I had only.PY, and it worked like noki paike (amonpaike) mentioned in his post.
Hmm, I use Industry Standart, with Some modification, Modifications was done in blender 2.8. I Installed a fresh copy of 2.81 and On Startup choose to Use my Settings from blender 2.8.
Then I was going over new Features and already the first thing I noticed was that Outliner doesn't work how it is presented in 2.81. After searching In here I found a user with the same Issues.
Good Day, sorry for writing in Closed Issue, But I think this is still an issue, you see Blender has this thing Industry Compatible Keymap. And Outliner Don't work with this keymap. I think best for all would be to care about this keymap also and Setup Keys for it too .. and not just assume that everyone will figure out this on their own.

Good morning, Is this fixed in blender 2.81 release? I downloaded release build and Experience this problem.
The only thing that 2.81 remembers is my layout, It will NOT Update, themes, input mapping, activated Addons.

@Venu (VS) Yes :) and i been using FBX 7.4 binary from day one it was implemented because i found workaround for thous bone issues .. you can find workaround in this Post made by me :) but now that is useless as fix is working really good :)
@Venu (VS) Yes i can Confirm it and if you wanna i can even Send you a screen shot where you will see default values in Blender :) I m working with Default scale all the time. at start i can confirm that i was trying to do like in thous tutorials what you described but it gave me all the time weird results... i switched to default units and all the time Apply Transforms and it works good .
Finnaly :) Thnx @Bastien Montagne (mont29) now i can export and import animations really easy. New Fix works for UE4 :) with My Own animations and my own Rig and my own mesh ..

Good i will be happy to answer all questions about this problem.
I found that if color of Transform tab is grey and u move bone it will not fix the problem in UE4
But if i drag Timeline Slider to frame where Transform tab changes color (in my case Green) and then move the
bone in that frame it Exports like it needs to be :) i really don't understand why it is like that.
