I would like to know how that causes this behaviour in this case.
As the cyclicity is on the object (bones) as whole, but not on the target parameters of those objects. The target parameter is still independent in both of the objects.
In simpler words, the bone's rotation is dependent on look here's relative location and similarly, look here's rotation is dependent on the bone's relative location.
I wonder if something else is going on under the hood.

After trying to re-state my whole point as clearly as possible for almost 2 hours, i somehow found/stumbled upon what u r trying to say by going to sculpt mode in wireframe view, and the tris can be seen across every quad. Holly molly!!

I have never reported a bug before (for any project, ever), and I dont know if i should be or not, but I am a little bit excited that even after being such a newcomer to Blender and bug reporting in general, my report was understandable and not missing something. I was a little bit afraid to post it when I read the instructions saying to use latest "daily" build only.
