IMO you can try to change shared video memory to amaximum avaible from Bios or UEFI screen setup to try to avoid this bug

if you have problems with AMD rx 470 I don't know, this hardware meets the requirements of Blender for (IMO) much time
This meshes has no-manifold edges, these can not be selected with 'Select Loop'. In Blender 2.79B it work same

the internal faces are wrong, what is the direction of the normals for these faces? Do normal work the same way on different software?

Tilde or ~ is not the first character of pressure on most of the non-English keyboard as an Italian keyboard. The user who uses nationalized keyboards must also be considered when choosing shortcuts IMHO
