I will commit this since it fixes the most important part which is registration of the add-on itself. We can work on fixing individual features (like Background Images counting) in different patches.

Functionality wise is a +1. I'm usually against adding new theme settings (we have so many), but this one helps readability and even allows disabling the overlay altogether.
I actually prefer something like what @Harley Acheson (harley) and @Brecht Van Lommel (brecht) suggested. Having the button grayout or become available when you changed something is important feedback.
This solves a number of issues:
The current File menu is loaded with settings that don't belong there (like Load Factory Startup, Install Application Template, etc).

Good catch. The T and N keys are also weirding things out in the Clip Editor when pressed in Graph or Dopesheet mode, but I guess that's a bit more involved because of the mix of spaces in the same editor. Any idea @Campbell Barton (campbellbarton)?

To keep in mind issue T64260 when refactoring the scrollbars, they can become too small to handle.

- Change active HDRI to studio.exr. It gives better reflections, higher contrast and doesn't change colors so much compared to default (forest) which is more experimental.
