Still an issue in 2.80 release. It is important that the second monitor is a different resolution than the primary. I am using Macbook Pro 13 inch with touch bar and a 3840 x 2160 secondary display. Simple steps to reproduce, with pictures:

It looks like Cycles isn’t supported by the nouveau drivers, but I don’t see why the rest of blender shouldn’t run properly. This issue should be left open until a developer decides whether it is an issue that should be fixed or that they don’t support these drivers.

You have to open the Sculpt dropdown and turn off Fast Navigate. I would argue this is confusing and should be off by default, but it isn't a bug.

This seems like a pretty long process to reproduce, can you attach a blend file demonstrating the issue?
On solution would be to leave emulate numeric keypad off and use the ~ pie menu to switch views. Alternatively you could assign new shortcuts to the different selection modes in your keymap or use the onscreen buttons to change selection modes.

I have attached a Blend file demonstrating the bug. These nodes were copied over from another Blender 2.8 Beta project, and I can't figure out how to reproduce it in a new Blender file.
