Is really is long for one file. I think I saw some other rather large single file add-ons, and so I left it as one. I will split it up if you would prefer it that way - I think it would be easier to read in smaller parts.

I also coded D2165 while trying to trace this down, but D2165 is definitely not appropriate to merge while close to a release. Should I create a ticket for that patch, or is it fine to leave it out there? (Is there some sort of patch review queue somewhere separate from open tickets?)

I've run into this frustration as well.
For me, the expected behavior is to hold ALT while changing a value and have the value change for all selected things. Just like it does in the 3D editor.

let me know if the reviewer would like a sample test .blend file. Before and after this change, there is no difference in operation, just no more magic number use in this file.
